Competency
A superintendent wants a signal-person badge issued after a 12-minute video because tomorrow's lift cannot wait. The worker has never been tested on the signal method or observed giving signals. Your decision is whether there is task-specific qualification evidence—not whether attendance can be printed.
Updated . Independent CSP-11 practice. Not BCSP-endorsed. No pass guarantee.
Decision rule
Competency is demonstrated performance under the conditions of the job.
A certificate date is not competency if the task changed.
In 20 seconds
- Competency is demonstrated performance under the conditions of the job.
- Competency = knowledge + skills + abilities demonstrated for a role/task.
- Define competency requirements per critical task.
- Assess by observation/simulation, not only multiple choice when skills are psychomotor.
How to apply Competency
THEORY: Define the task, the standard, the method of demonstration, the assessor, and the refresh trigger. CALC: None. FIELD: Authorized lockout list includes people who never isolated a multi-source mixer. Reassess on that machine. ASSESS: One-time classroom card for a changing process is the trap.
Worked case
Wrong first move: Extend every card a year. Correct move: Demonstrate the current task; drop names that cannot.
Why the rule holds
Related: 05, 77, 117.
Same rule, different setting
A badge printer will “make them competent” after a 12-minute video. The well-control board operator has never been observed. Leadership wants the roster for the auditor tomorrow. You are the CSP. The question is demonstrated knowledge + skill + ability on the task — not attendance.

Picture / model
Verify competence with task-specific evidence: define the duty and conditions, assess required knowledge and practical performance with the evaluator required by the applicable rule, document the scope of qualification, and retrain and reassess when observed actions show the person no longer meets the requirements.
Exam traps
Original SafePath contrasts for Competency. These are study traps, not recalled BCSP items.
| Trap | Correct read |
|---|---|
| Competency | Demonstrated K+S+A against a standard |
| Attendance / badge | A roster — not performance |
| Competent person (OSHA) | Named ability to identify hazards and authorized to take prompt action — not a sticker |
| Qualified person | Degree/certificate/professional standing + demonstrated ability as specified |
| Authorized | Employer permission for a task (e.g., LOTO) after specified training — still not magic |

Scenarios
Scenario 1 · Applied Scenario · CSP-11 D7.05
Last sentence: practical failed. Job starts in an hour. Action?
Best action: Do not assign the role. Last sentence is a failed demonstration. Retrain/practice and re-evaluate.
Why: Evaluate the best response. Match delivery to the objective. Knowledge can use an explainer. A safety-critical skill needs observed practice and a qualified person. An AI badge is not that demonstration. Last sentence: practical failed. Job starts in an hour. Action? The best selection is Do not as…
Scenario 2 · Applied Scenario · CSP-11 D7.05
Authorized employee (LOTO) vs competent person vs qualified person. Team uses them as synonyms on the same card. Issue?
Best action: Authorized = employer permission after specified training (LOTO). Competent = identify + authority to correct. Qualified = recognized ability/credentials as specified. Don’t swap.
Why: Evaluate the best response. Match delivery to the objective. Knowledge can use an explainer. A safety-critical skill needs observed practice and a qualified person. An AI badge is not that demonstration. Authorized employee (LOTO) vs competent person vs qualified person. Team uses them as synonyms…
Scenario 3 · Applied Scenario · CSP-11 D7.05
“Competent person” named but has no authority to stop the unguarded edge. Status?
Best action: Competent person requires ability and authority to take prompt corrective action. A title without stop-work is theater; also specify the rail.
Why: Evaluate the best response. Match delivery to the objective. Knowledge can use an explainer. A safety-critical skill needs observed practice and a qualified person. An AI badge is not that demonstration. “Competent person” named but has no authority to stop the unguarded edge. Status? The best sele…
If the stem says this
| Stem signal | Best direction |
|---|---|
| quiz-only for a hands-on critical skill | require demonstrated performance |
| authorization never expires despite MoC | reassess after change |
| contractor arrives with generic card only | verify task-specific competence |
| two answers work | higher hierarchy / system / design |
| training completed but errors on the job | do not equate training with competency |
Check before you leave
- ✓ Competency = knowledge + skills + abilities demonstrated for a role/task.
- ✓ Define competency requirements per critical task.
- ✓ Assess by observation/simulation, not only multiple choice when skills are psychomotor.
- ✓ Authorize only after competence; remove authorization when decay/MoC requires.

- ✓ Keep records linked to tasks and dates.
