Z490.1 Training Program Design Drill
A contractor labels a video and sign-in sheet as a complete safety-training program, yet authorized employees cannot identify the mixer's energy-isolating devices or verify deenergization. Start with the task and gap, fix equipment/procedure defects, then design practice and evaluation around observable performance.
Updated . Independent CSP-11 practice. Not BCSP-endorsed. No pass guarantee.
Decision rule
This drill applies Z490.1 to a real program: gap, objective, method, evaluation, record.
Walk one high-energy task through the whole loop.
In 20 seconds
- This drill applies Z490.1 to a real program: gap, objective, method, evaluation, record.
- Z490.1-style = training management system cycle, not a slide stamp.
- Needs assessment before design.
- Competency is demonstrated performance.
How to apply Z490.1 Training Program Design Drill
THEORY: Pick LOTO, PRCS, or silica. Show needs evidence, observable objective, practice, evaluation tool, and the refresh rule. CALC: None. FIELD: Silica ‘awareness’ video for a crew that dry-cuts block. Rebuild as a specified-method practical plus observation. ASSESS: A certificate with no task demonstration is the trap.
Worked case
Wrong first move: Reprint certificates. Correct move: Run the full Z490 loop on the actual task.
Why the rule holds
Related: 89, 100, 63.
Same rule, different setting
A permit-to-work module shows full attendance, but crews still misidentify isolation boundaries and a process permissive remains defeated. Correct the protective system and procedure first; then redesign training around realistic permit decisions and field verification.
Every worker watched the site-orientation video, but crews cannot establish the lift exclusion zone or explain who controls entry. Correct the work-zone arrangement, then train and assess the role-specific setup and communication tasks.
Picture / model
Needs assessment → observable objectives → design/develop → qualified delivery and realistic practice → performance evaluation → documentation and improvement. Attendance records participation; they do not prove task competence.
Exam traps
Original SafePath contrasts for Z490.1 Training Program Design Drill. These are study traps, not recalled BCSP items.
| Trap | Correct read |
|---|---|
| Awareness | Knows the hazard exists |
| Competency | Demonstrated performance |
| Attendance record | Not qualification |
| Needs assessment | Gap before design |
| Management review | Incidents/MoC update the program |
Field move
Field decision: Demonstrated performance of the required task.
Scenarios
Scenario 1 · Fundamental · CSP-11 D7.03
In a training program, what evidence shows competency for a required task?
Best action: Demonstrated performance of the required task.
Why: Evaluate the best response. Include the people who do the work, including contractors. Literacy and language are design constraints. Do not drop a required demonstration to accommodate a style label. Update the training before startup when the procedure has already changed. This item does not quote…
Scenario 2 · Applied Scenario · CSP-11 D7.03
Vendor video labeled Z490.1 compliant, no needs assessment. Best critique?
Best action: The name is not the system — start with the performance gap.
Why: Evaluate the best response. Include the people who do the work, including contractors. Literacy and language are design constraints. Do not drop a required demonstration to accommodate a style label. Update the training before startup when the procedure has already changed. This item does not quote…
Scenario 3 · Applied Scenario · CSP-11 D7.03
How does LOTO awareness differ from demonstrated LOTO competency?
Best action: Awareness: energy can hurt. Competency: this person isolates, locks, and try-outs this machine.
Why: Evaluate the best response. Include the people who do the work, including contractors. Literacy and language are design constraints. Do not drop a required demonstration to accommodate a style label. Update the training before startup when the procedure has already changed. This item does not quote…
If the stem says this
| Stem signal | Best direction |
|---|---|
| only a sign-in sheet | not competency |
| procedure changed Tuesday | update training before use/startup |
| vendor video labeled Z490 | ask for needs, objectives, evaluation |
| skill task | practice and observation, not slides only |
| guard missing | specify hardware; train residual |
| two answers work | higher hierarchy / system / design |
