Training Program Design
After three conveyor-isolation near misses, a maintenance manager requests a longer LOTO slide deck. All workers attended the last course, yet technicians skip stored-energy checks. Before buying training, determine whether the gap comes from skill, the procedure, inaccessible isolators, or pressure to restart production.

Decision rule
Training-program design is needs → objectives → method → practice → evaluation → improve.
Objectives name observable performance, conditions, and criteria.
In 20 seconds
- Training-program design is needs → objectives → method → practice → evaluation → improve.
- Training program design: needs → objectives → content → delivery → evaluation → records.
- Curriculum maps to roles and critical tasks.
- Qualify designers/trainers; validate content.
How to apply Training Program Design
THEORY: Z490.1 / ISD: no objective, no program. Materials and AI drafts still need SME review. CALC: None. FIELD: Request: ‘two hours on chemicals.’ Rewrite as: given an SDS and a task, the worker selects controls and donning steps to a checklist. ASSESS: A topic list without observable objectives is the trap.
Worked case
Wrong first move: Build the deck from the topic list. Correct move: Write performance objectives; then choose delivery and evaluation.
Why the rule holds
Related: 73, 74, 89, 128.
Same rule, different setting
A drilling contractor wants a generic two-hour LOTO presentation for 200 workers after isolation near-misses. The real issue is that crews cannot identify all energy sources and do not demonstrate try-out. You are the CSP. Build the program around competence and field performance, not attendance.
A construction project plans a generic fall-protection seminar after three incidents. The workers' actual tasks involve leading edges, MEWPs, anchors, and rescue. You are the CSP. The design decision is whether the program targets the real performance requirement and provides the right practice and evaluation.
Picture / model
Diagnose the task and barriers → define observable performance → teach and model → practice with feedback → assess without coaching → verify at work → improve. Separate attendance, knowledge, demonstrated skill, and sustained performance.
Exam traps
Original SafePath contrasts for Training Program Design. These are study traps, not recalled BCSP items.
| Trap | Correct read |
|---|---|
| Attendance | Exposure to the program — not competence |
| Quiz pass rate | Evidence of some knowledge, not automatically field performance |
| Objective | Observable performance with conditions/criteria where appropriate |
| Simulation/OJT | Practice matched to task performance |
| Evaluation | Evidence used to judge and improve the program |
Field move
First-attempt practical competence is 40/50 = 80 percent. The quiz result is 46/50 = 92 percent.
Scenarios
Scenario 1 · Applied Scenario · CSP-11 D7.02
A course has 46/50 quiz passes but only 40/50 successful hands-on demonstrations. Which figure should be called first-attempt practical competence?
Best action: 40/50=80%.
Why: The stem defines first-attempt practical competence by the hands-on demonstration: 40/50 = 80%. The quiz figure 46/50 = 92% describes a different outcome.
Scenario 2 · Advanced Engineering · CSP-11 D7.02
Workers fail because the machine has no physical energy-isolation point. Best CSP diagnosis before buying training?
Best action: The problem may be system/design-related; address the engineering deficiency before treating training as the complete control.
Why: Evaluate the best response. Design training from the need to an observable objective, practice, and a matching assessment. A satisfaction score is not proof the task transferred. An online module teaches fall-protection terminology, but final qualification requires anchor selection and rescue practice. Best design?
Best action: Online knowledge module plus supervised practical demonstration and scenario-based assessment.

If the stem says this
| Stem signal | Best direction |
|---|---|
| program skips needs assessment | assess needs first |
| PPE-first doctrine in materials | rewrite to hierarchy |
| no transfer evaluation | add on-job effectiveness checks |
| two answers work | higher hierarchy / system / design |
| MoC ignored in curriculum | update program |
Check before you leave
- ✓ Training program design: needs → objectives → content → delivery → evaluation → records.
- ✓ Curriculum maps to roles and critical tasks.
- ✓ Qualify designers/trainers; validate content.
- ✓ Integrate hierarchy messages — never train PPE-first as doctrine when engineering open.
- ✓ Evaluate transfer and results, not only reaction.
- ✓ Governance updates programs after MoC/incidents.
