Fire Prevention
A warehouse responds to oxidizers stored beside combustible packaging and unisolated welding by buying more extinguishers and upgrading the alarm panel. As the CSP, decide which controls prevent ignition, which only limit consequences, and what must change before hot work starts.
Updated . Independent CSP-11 practice. Not BCSP-endorsed. No pass guarantee.
Decision rule
Fire prevention removes fuel, ignition, and oxygen opportunities.
A shiny extinguisher is protection, not prevention.
In 20 seconds
- Fire prevention removes fuel, ignition, and oxygen opportunities.
- Separate prevention from fire protection and emergency response.
- Identify fuel, oxidizer and ignition interactions in a storage and hot-work scenario.
- Apply the fire prevention plan elements of 29 CFR 1910.39 where required.
How to apply Fire Prevention
THEORY: Housekeeping, hot-work control, electrical integrity, ignition-source rules. CALC: None unless a stem gives flash point or LFL — those deepen in 108. FIELD: Cardboard staged against a heater. Move fuel and fix storage. ASSESS: Buying extinguishers instead of hot-work control is the trap.
Worked case
Wrong first move: Add more cans. Correct move: Separate fuel and ignition; control hot work.
Why the rule holds
Related: 51, 82, 108.
Same rule, different setting
A pad adds more extinguishers and a prettier alarm panel while still storing oxidizers against hydrocarbons and running hot work without a permit. You are the CSP. The question is whether that is fire prevention or fire protection.
A site adds more extinguishers and a prettier horn while still stacking lumber against hot-work and skipping the permit. You are the CSP. The question is whether that is fire prevention or fire protection.
Picture / model
Prevent fire by tracing the specific fuel–oxidizer–ignition pathway, removing or separating the contributors before work begins, and using fire-protection systems as additional layers rather than substitutes for prevention.
Exam traps
Original SafePath contrasts for Fire Prevention. These are study traps, not recalled BCSP items.
| Trap | Correct read |
|---|---|
| Fire prevention | Remove fuel, ignition, oxidizer, or chain reaction before fire |
| Fire protection | Detect, suppress, compartment, egress after ignition is possible |
| Hot-work permit / bonding | Prevention — ignition control |
| Sprinkler / extinguisher / alarm | Protection — Class 51 |

Scenarios
Scenario 1 · Fundamental · CSP-11 D4.03
Warehouse hangs extra extinguishers beside oxidizers stored against flammables. Best prevention move still open?
Best action: Segregate oxidizers from fuels (and substitute/reduce fuel if open); extinguishers are protection.
Why: Evaluate the best response. Oxidizers stored against flammables are a prevention problem. Segregate them, and substitute or reduce fuel if that is still open. Extra extinguishers, a louder alarm, and more property coverage do not separate the materials. Add extinguishers because suppression removes…
Scenario 2 · Applied Scenario · CSP-11 D4.03
You are the CSP reviewing a live decision at a bridge deck pour laydown yard. Operations proposes a convenience path. Which measure acts to prevent a fire from starting rather than limiting it after ignition?
Best action: Hot-work permit, 35 ft combustible control, and a fire watch — ignition/fuel control before welding.
Why: Evaluate the best response. The measure that prevents a fire from starting is the hot-work permit, the 35-foot combustible control, and the fire watch. Sprinklers, a fire wall, and a pull station act after ignition or only report it. Add sprinklers to suppress fire after it starts. — Sprinklers sup…
Scenario 3 · Applied Scenario · CSP-11 D4.03
Last sentence: aqueous substitute was frozen yesterday. Remaining options: oxidizer segregation, or 12 more extinguishers. Best remaining prevention?
Best action: Segregate oxidizers (still prevention). Extinguishers remain protection.
Why: Evaluate the best response. The aqueous substitute was frozen yesterday. Oxidizer segregation is still prevention. Twelve more extinguishers remain protection, and a deductible does not reduce ignition. Treat the frozen substitution as a reason to stop all prevention work. — Stopping all prevention…
If the stem says this
| Stem signal | Best direction |
|---|---|
| oxidizer and fuel are stored together | review compatibility and appropriately segregate materials |
| hot work is proposed nearby | relocate or control the ignition source before authorization |
| extinguishers are added | retain them as protection while removing the ignition path |
| the permit is signed without inspection | verify field conditions and responsible roles |
| 1910.39 is cited for every site | check whether a relevant standard requires an FPP |
Check before you leave
- ✓ Separate prevention from fire protection and emergency response.
- ✓ Identify fuel, oxidizer and ignition interactions in a storage and hot-work scenario.
- ✓ Apply the fire prevention plan elements of 29 CFR 1910.39 where required.
- ✓ Verify storage, ignition-control and permit measures in the field.
- ✓ Prevention reduces the chance of a fire starting; detection and suppression limit harm after initiation.
- ✓ A permit is a control process whose field conditions must be verified.
