Financial Four Strategies Scenarios

A coating supervisor can use an approved non-isocyanate product, but Finance proposes a larger liability limit instead. Which choice changes exposure, and which changes who pays for a covered loss?

Updated . Independent CSP-11 practice. Not BCSP-endorsed. No pass guarantee.

Decision rule

Risk financing still cannot purchase elimination.

Captive insurance is retention with extra steps.

In 20 seconds

  • Risk financing still cannot purchase elimination.
  • Four strategies: avoid, retain, transfer, control.
  • Avoidance declines the activity.
  • Retention must be funded.

How to apply Financial Four Strategies Scenarios

THEORY: Avoid, reduce, transfer, retain — same as 44, with larger dollars. CALC: Premium vs control cost is finance only. FIELD: Board offers a captive instead of inventory cut. Cut inventory. ASSESS: Financing as PtD is the trap.

Worked case

Wrong first move: Fund the captive only. Correct move: Reduce energy; finance residual.

Why the rule holds

Related: 33, 44, 98.

Same rule, different setting

A terminal manager proposes buying overflow-loss insurance while deferring repair of an independent tank high-level trip. Keep the trip functional; evaluate insurance separately for the remaining financial exposure.

A crane contractor presents an owner-controlled insurance program certificate before lifting steel over an occupied walkway. The lift supervisor must first reroute people and control the load path; the certificate cannot stop a falling load.

Picture / model

Four decisions: avoid the activity; control the loss mechanism; retain a defined financial layer; transfer a defined financial layer. Within control, use the hierarchy of controls. Link both retained and transferred layers to the residual-risk assessment.

Exam traps

RetainFunded residual you can pay
TransferInsurance/contract moves money, not energy
ControlPrevention/reduction of the event — hierarchy inside
DeductibleRetention, not a control

Scenarios

Scenario 1 · Fundamental · CSP-11 D3.03

Which four strategies describe financing or handling risk?

Best action: Avoid, retain, transfer, control.

Why: Evaluate the best response. Risk financing choices are avoid, retain, transfer, or control. A deductible is retention. A captive still finances the loss. Workers' compensation does not choose the hierarchy row. After the contract is signed, control the hazard. This item does not quote an insurance…

Scenario 2 · Applied Scenario · CSP-11 D3.03

Contract unsigned. Isocyanate coating vs waterborne. Finance wants a larger liability policy and to sign. Best strategy?

Best action: Avoid or, if they insist on painting, substitute — do not lead with transfer.

Why: Evaluate the best response. Risk financing choices are avoid, retain, transfer, or control. A deductible is retention. A captive still finances the loss. Workers' compensation does not choose the hierarchy row. After the contract is signed, control the hazard. This item does not quote an insurance…

Scenario 3 · Applied Scenario · CSP-11 D3.03

How should an insurance policy deductible be classified among risk financing strategies?

Best action: Retention — the organization keeps that layer of money risk.

Why: Evaluate the best response. Risk financing choices are avoid, retain, transfer, or control. A deductible is retention. A captive still finances the loss. Workers' compensation does not choose the hierarchy row. After the contract is signed, control the hazard. This item does not quote an insurance…

  • ✓ Avoidance declines the activity.
  • ✓ Retention must be funded.
  • ✓ Transfer moves money, not energy.
