SWPPP / EPCRA

A chemical warehouse submits its annual Tier II inventory and management marks the environmental action complete. Then rain washes residue from the loading apron toward an industrial outfall. Decide which duty belongs to the stormwater permit/SWPPP and which belongs to EPCRA before anyone files the wrong document.

Updated . Independent CSP-11 practice. Not BCSP-endorsed. No pass guarantee.

Decision rule

SWPPP and EPCRA are different clocks. Stormwater is not TRI.

SWPPP: keep pollutants out of rainwater. EPCRA: notify and report listed chemicals at thresholds.

In 20 seconds

  • SWPPP and EPCRA are different clocks.
  • Stormwater is not TRI.
  • SWPPP: controls for stormwater pollution — structural and procedural BMPs.
  • EPCRA: hazardous substance reporting thresholds and community right-to-know duties.

How to apply SWPPP / EPCRA

THEORY: SWPPP — controls, inspections, spill response for stormwater. EPCRA 302/304/311/312/313 — each has a trigger. Do not file the wrong report. CALC: Use stem-given pounds against given thresholds only. FIELD: Tote farm expansion. Update SWPPP BMPs and check EPCRA thresholds before the first rain. ASSESS: One ‘environmental form’ for both duties is the trap.

Worked case

Wrong first move: Copy last year’s SWPPP onto the EPCRA file. Correct move: Split stormwater controls from EPCRA reporting; hit each clock.

Why the rule holds

Related: 55, 107, 123.

Same rule, different setting

On a production platform or plant, swppp epcra shows up when operations push throughput while a higher control is still open. SWPPP (NPDES/CGP/MSGP stormwater) = site stormwater controls, inspections, and spill prevention for permitted discharges. Prefer a system/design fix over a polished lower-row program that keeps the wells online.

On a busy jobsite, swppp epcra shows up when schedule pressure sells a permit, rotation, or PPE package while design still can change. SWPPP (NPDES/CGP/MSGP stormwater) = site stormwater controls, inspections, and spill prevention for permitted discharges. Discriminate the open row before you laminate another card.

Picture / model

SWPPP = permit-specific runoff controls; EPCRA 302/304/311/312/313 = separate planning and reporting pathways.

Scenarios

Scenario 1 · Applied Scenario · CSP-11 D5.01

A metal fabricator has industrial outdoor material storage and a stormwater outfall. What does a SWPPP primarily address?

Best action: Stormwater pollution prevention for industrial runoff pathways

Why: Evaluate the best response. Stormwater planning, oil-spill prevention, emergency-release notification, inventory reporting, and annual toxic-release reporting are different duties. Source reduction beats a polished filing. Use only the threshold figure the stem itself states. This item does not quo…

Scenario 2 · Applied Scenario · CSP-11 D5.01

A reportable EPCRA release leaves the site. Which section is the emergency release notification clock?

Best action: EPCRA 304

Why: Evaluate the best response. Stormwater planning, oil-spill prevention, emergency-release notification, inventory reporting, and annual toxic-release reporting are different duties. Source reduction beats a polished filing. Use only the threshold figure the stem itself states. This item does not quo…

Scenario 3 · Applied Scenario · CSP-11 D5.01

Corporate EHS must file annual toxic release inventory for listed chemicals above thresholds. Which EPCRA piece?

Best action: EPCRA 313

Why: Evaluate the best response. Stormwater planning, oil-spill prevention, emergency-release notification, inventory reporting, and annual toxic-release reporting are different duties. Source reduction beats a polished filing. Use only the threshold figure the stem itself states. This item does not quo…

Check before you leave

  • ✓ SWPPP: controls for stormwater pollution — structural and procedural BMPs.
  • ✓ EPCRA: hazardous substance reporting thresholds and community right-to-know duties.
  • ✓ Update plans after facility changes.
  • ✓ Inspections and corrective actions keep SWPPP alive.
  • ✓ Do not discharge process wastewater under a stormwater-only mindset.
  • ✓ Report releases per applicable clocks (TIME).

Blueprint mapping
